Not only death rate and birth rate but everything related to Population is subject to regular fluctuations that correlate with the death waves: happiness, employment, education, prisoners and cyclist count. I was expecting the death waves to get better. I have added very little of residential zones for about 3 generations now because I have no more space left. Traffic has almost no congestions and average traffic flow is about 80%. If I build additional Hospitals or clinics, they get no patients. I would say every service is accessible to everyone, health is perfect almost everywhere. My city is all residential, commercial and office without industry.
